DCT latest ODS reporting should be based on the server version, not the client

Hello Charles,

For 7.0.2 the highest ODS is 43.
  1. A detail report is generated by the rule 'database ODS version should be as high as possible'.
  2. Display that detail by selecting the ODS rule from the bottom left view.
  3. On the right-hand side is the detail with status 'One or more databases have not been upgraded to the latest available ODS.'
  4. Below the expanded 'Recommendation' twistie section is a collapsed 'Databases (xx reported)' section.
  5. Inside that section should be the list of offending DBs and their current ODS level.
  6. If those levels or below 43, then the report is working as intended. Otherwise, there's a bug we want to fix.

For what it's worth, the Domino Administrator nicely shows the ODS levels via it's "Files" tab.
